A senior Romanian official has formally called for an investigation into the allocation of Hungarian public funds (magyar közpénzek) transferred to Romania, raising concerns about their intended use. The request was addressed to Hungary’s new political leadership and focuses on financial support provided to ethnic Hungarian communities for development purposes. According to the official, there are indications that parts of these funds may have been diverted into political influence networks (politikai befolyási hálózatok) rather than reaching their designated beneficiaries.

The request stems from suspicions that some of the allocated resources may have been used to support political propaganda activities (politikai propaganda tevékenységek) linked to specific interests. In a public statement, the official claimed that “part of these funds did not reach the people, but instead financed networks of political influence and pro-Viktor Orbán propaganda.” This assertion places emphasis on the need for financial accountability mechanisms (pénzügyi elszámoltathatósági mechanizmusok) in cross-border funding programs.

The issue is framed within a broader European context, as the alleged misuse of funds could represent a case of democratic interference (demokratikus beavatkozás) within another European Union member state. In a written communication, the official stated: “There are indications that public funds were used to finance pro-Orbán political propaganda outside Hungary, including in Romanian communities. Such practices, if confirmed, would constitute not only a misuse of public funds but also a serious interference in the democratic sphere of another European Union member state.” This highlights potential implications for EU governance standards (uniós kormányzási normák).

In response to these concerns, several specific actions were requested, including an investigation into how funds intended for community development were spent, identification of ultimate beneficiaries (végső kedvezményezettek), and an examination of whether public money was used for political purposes. The proposal also called for institutional cooperation (intézményi együttműködés) between Hungarian, Romanian, and European authorities to ensure transparency and accountability across borders.

The Romanian official emphasized that addressing these concerns goes beyond national interests, describing it as a broader European matter. He stated that “cleaning up this system is not just a matter for Hungary, but a European issue; it also serves the interests of Romanian and European citizens.” This framing reflects the importance of cross-border transparency (határokon átnyúló átláthatóság) in maintaining trust within the European Union.

The request aligns with recent political commitments made by Hungary’s incoming leadership, which has pledged to tackle systemic corruption (rendszerszintű korrupció) and improve oversight of public spending. At a recent press conference, the Hungarian leader stated the intention to “eradicate industrial-scale corruption” and announced the establishment of a new body tasked with investigating financial misconduct. This initiative centers on strengthening asset recovery mechanisms (vagyonvisszaszerzési mechanizmusok) and identifying individuals responsible for misusing state resources.

The newly proposed agency is expected to investigate alleged crimes, determine responsibility, and assess the impact on state finances. Its mandate includes examining how public funds were distributed and whether they were diverted from their intended purposes. This reflects a broader effort to enhance anti-corruption enforcement (korrupcióellenes végrehajtás) and restore public trust in financial governance.

At the same time, the Hungarian leadership has reaffirmed its commitment to maintaining financial support for ethnic Hungarian communities abroad. It has stated that subsidies will continue but will be subject to increased funding transparency (finanszírozási átláthatóság). The leader emphasized that beneficiaries will retain existing rights, including dual citizenship and voting rights, while ensuring that financial support reaches its intended recipients rather than being intercepted by intermediaries.

He stated: “They will receive the same benefits as they have so far, they will retain their dual citizenship and the right to vote, but the money they have been receiving as benefits—most of it—will no longer be stolen by criminals linked to Viktor Orbán; instead, it will actually go to the Hungarian people, both in Vojvodina and in Transylvania.” This statement reinforces the focus on eliminating misappropriation of funds (források elsikkasztása) and improving distribution efficiency.

The Romanian official who initiated the request has prior experience in European institutions and currently advises the prime minister on administrative reforms. His involvement underscores the importance of public administration oversight (közigazgatási felügyelet) in ensuring that international funding flows are managed in accordance with legal and ethical standards.

The situation illustrates the increasing scrutiny of cross-border public funding within the European Union, particularly in politically sensitive contexts. Ensuring that funds are used transparently and for their intended purposes remains essential for maintaining institutional credibility (intézményi hitelesség) and reinforcing shared governance principles across member states.
